SOCIAL WORK WITH YOUNG PEOPLE, CONTROL OF PUBLIC SPACE, INTERVENTION TO ALCOHOLIC SALES AND SECURITY, PILLARS OF THE GOVERNMENT SECRETARIAT

· Government Secretary, Romulo Areiza Taylor, made a balance of the work his secretariat has been doing since 2018 to guarantee citizen coexistence on the island.

 "The Government Secretariat has been carrying out overwhelming actions to recover the issue of citizen coexistence, defined in Law 1801 of 2016."

With this, the Secretary of Government, Romulo Areiza Taylor, refers to the work that, from November 2018, his office will implement to ensure the safety of the inhabitants of the island of San Andres. One of the most important points of his action focuses on social work with young people; an initiative that is carried out in conjunction with the Family Welfare Agency, seven days a week, starting at 10:00 p.m. until 3:00 in the morning at the busiest areas of the Island.

"We are doing work with young people who are not with their parents, even those who are with their parents must return to their homes. If the youths are alone on the streets, they are returned to their homes in company of the Family Welfare Agency and the Childhood and Adolescence Police, where they are read their rights, they talk to their parents and, if applicable, they are given a fine,"said the secretary.

With regard to urban control, Areiza Taylor spoke of the various operations that are carried out.

"On the Southside, we have several work inspectors who are making permanent sealing in neighborhoods such as San Luis, Sarie Bay, Natania and Northend. Soon we will carry out demolitions, because we found a number of irregular constructions, due to people who do not process construction license,"said the official.

The subject of public space, control of street vendors and noise management on Spratt Bight Pathway, also is being developed successfully, according to the secretary. Numerous fines have been issued to establishments that were operating without registration from the Chamber of Commerce, without health certification, without a certificate of land use, among other important documents. In addition, a work is carried out with rent-a-car administrators who do not have adequate spaces to park their golf cars and other vehicles.

The secretary took the opportunity to remind everyone that the Decrees restricting the sale of alcoholic beverages in some sectors of the Island are still in force. Resolution number 0196 of 2019 establishes that the sale and consumption of alcoholic beverages is restricted or limited, starting from Friday at 6:00 p.m. and ending on Monday at 6:00 in the morning. The sectors where the measure is applied are Morris Landing, Las Tablitas, Cocal, Cliff, Tom Hooker, Modelo, New Guinny, Simpson Well, Barack, Natania and its subsections, Barrio Obrero, Matlina Hill, and Perry Hill.

"The Decree of new hours of establishments came into force as of Wednesday May 15 at 12:00 midnight because the time of pedagogy expired. This Decree is very kind because the commercial establishments can make their opening from 5:00 in the morning and close at 12:00 midnight. Before, they were only allowed until 11:00 at night. Also, we had to make adjustments at open-door establishments at the nightlife district and Las Americas Avenue. These sites can only open from Monday to Saturday until 12:00 at night and on Sundays only until 6:00 in the evening," explained Areiza Taylor.

It should be added that this Decree also applies to drugstores that also sell alcoholic beverages. While pharmacies that only sell medications, they can be open 24 hours a day. 

The official said that his office also carries out work in Johnny cay and Haynes Cay, where it is verifying that the establishments operate with all means of security and with the documents established by the Administration.

On the other hand, in terms of security, the Government Secretariat presented a report which makes a balance of the criminal index so far in 2019.

· According to the figures, in regards to homicides, a reduction of 18% was evident.

· Regarding personal injuries, a reduction of 16% is reported.

· Theft to people presented a reduction of 41%.

· Residence theft has decreased by 29%.

· Regarding the theft to commercial establishments, a reduction of 41% is reported.

· Mobile phone theft has decreased by 18%.

· Finally, motorcycle theft dropped by 36%.
