LOCAL GOVERNMENT AND ANDI IS WORKING ON A PLAN OF ACTION TO ERADICATE OPEN AIR GARBAGE DUMPS

·It is important that the community understands the danger it presents to the environment of the island by making a bad disposition of scrap and special elements.

·The waste produced must be treated in an appropriate manner, so it does not contaminate air, water and the environment.

In order to identify the critical points where the community has illegally disposed of white line waste, the Secretariat of Public Services and Environment, together with the Environmental Corporation Coralina and the National Association of Businessmen of Colombia (ANDI), made a visit to establish possible solutions to the problem.

According to secretary, Johan Mancilla Fayllace, it is important for the community to understand the danger it represent to the environment of the island due to the bad disposition of scrap and special elements.

"With the Secretariat of Mobility, Coralina and businessmen of the ANDI, we made visit to all the different points of the island, where we found scraps stored illegally on the streets. We found abandoned vehicles on private properties and in other sectors such as the area known as 'La curva de la virgencita', where we found an open-air dump. In addition, we visited the premises where motorcycles are stored and other types of vehicles, mechanical shops, among others that are around the island,"said the Secretary.

This tour allowed the Secretary to quantify the amount of waste, in terms of tonnage and volume, currently on the island. Similarly, Mancilla Fayllace added that this amount of waste produced should be treated in an appropriate manner, so as not to contaminate the air, water and the surrounding environment, as it can cause health damage among other things.

"We finished the tour with a visit to Green Point, the only collection center available for this activity,"said the Secretary.

The composition of these dumps is voluminous, less biodegradable and with high rates of toxic materials, which is related to diseases, pests, insects, rodents and bad odors. Therefore, this plan to eradicate open-air garbage dumps will help mitigate the negative environmental effects that affect the well-being of current and future generations.

"The final result of this visit will be to assemble logistics between all entities to achieve the extraction of all this material that is on the island through the support of the National Navy, private personnel, among other companies. What we want is that the provision is made properly and without affecting the environment,"he concluded.

WITH GREAT PARTICIPATION OF TOURIST OPERATORS ON JOHNNY CAY, LOCAL GOVERNMENT OPENED A TRAINING CYCLE

·  More than 70 tour operators received training in food handling, customer service, new National Police Code, among others.

·  The training also aims to raise the level of service to tourists who visit the island.

Operators of tourist services of the Johnny Cay Regional Park were committed, attentive and receptive during the opening of the period of training provided by the Secretariat of Tourism, as a team with the secretariats of Government, Health and the National Police in the Department.

In two days from 8:00 a.m. to 12:00 noon and from 2:00 p.m. to 6:00 p.m., there will be training for more than 70 attendees in food handling, customer service, the new National Police Code, among others. In addition, a space is provided and encouraged to listen to the requests and suggestions made by the operators.

At the auditorium of the National Police, they gave start the event in which they also announced that tourism figures are placed with a stable and positive growth. According to the Secretary of Tourism, Yadira Olivo Florez, it was important to resume this round of training, mainly after the alliances achieved during the ANATO Tourist Showcase.

"The goal is to change the concept of tourism that we have and what we are receiving. We have to work hand in hand with all institutions, both public and private, to really make San Andres what it is, a Seaflower Biosphere Reserve. For this, it is necessary that all these events that happen become information multipliers. From here, we raise awareness so we can take care of our Department, take care of our wealth and take care of the fauna and flora," said the Secretary.

The training also aims to raise the level of provision of service to tourists who visit the island. For Olivo Florez, it is important to instruct and educate the operators about the importance of providing a good service and offer quality in the offer, as well as an excellent personal presentation.

"People are very happy. Now we have to promote loyalty and concrete those possible alliances and businesses that came from the Departmental Government. We have some very important appointments and we are in the process of crystallization and carry them out to be able to concrete specific business for the Department: I think it was an opportunity and a very valuable platform for the Department, businessmen and tour operators,"concluded the secretary of Tourism.

The Departmental Government of San Andres, Providence and Santa Catalina, is committed to the construction of the course to provide a memorable experience for tourists visiting the Archipelago.

Actualización Plan de Manejo Ambiental del Parque Natural Regional “JOHNNY CAY REGIONAL PARK” 2019-2023

Johnny Cay es un pequeño islote (cayo) oceánico ubicado a 1.500 metros de la isla de San Andrés declarado Parque Natural Regional en el año 2000. Localizado sobre el costado norte, y caracterizado por poseer ecosistemas marinos y costeros de gran importancia como las playas de arena, fondos arenosos, parches arrecifales, arrecifes de coral y un área terrestre con diversidad de vegetación y usos permitidos, donde predominan las zonas de conservación y zona general de uso múltiple.

Actualmente es uno de los sitios turísticos más visitados en la Reserva de Biosfera SEAFLOWER. Esta área protegida tiene una extensión de 44 hectáreas pueden disfrutar del parque 854 visitantes de manera simultánea al día de acuerdo con su capacidad de carga, lo cual lo convierte en una importante fuente de empleo directo para aproximadamente 100 familias de las islas.

Coralina trabaja de la mano de la comunidad de prestadores de servicio turístico que laboran en el parque, los cuales llevan 30 años (incluso antes que fuera parque), y se les tiene vinculado en los procesos de manejo de residuos sólidos, educación ambiental, conservación de la cultura raizal y mejoramiento de la infraestructura física.

- Línea costera:en ella se demarca el área del parque.

- Área de Preservación:en la que se observan especies protegidas como el cangrejo rojo, tortugas e iguanas.

- Área de Restauración:se realiza la recuperación de la vegetación costera 

- Zona general:Allí podrá encontrar playas cristalinas, marcadas por boyas, que hacen las veces de piscina natural.

- Alta densidad:podrá ilustrarse a través de carteles y videos de la composición del parque.

- Área de creación:compuesto por caminos ecológicos, en el que podrá recorrer 267 metros sobre arena coralina y disfrutar de majestuosos paisajes.

Recomendaciones

- Prohibido el ingreso de alimentos y bebidas a la isla

- No introducir al mar ningún tipo de residuos sólidos especialmente: envases plásticos, latas o botellas de vidrio

- Durante el recorrido en lancha se prohíbe lanzar objetos que atenten contra la vida marina.

- Al hacer su recorrido por la isla evite subirse en la matriz calcaría cubierta de algas (fósiles de coral) que tienen forma de piedras, las cuales tienen potenciales a ser resbalosas

- Se prohíbe extraer cualquier tipo de recursos naturales de la isla (piedras, conchas, caracoles, plantas, animales vivos entre otros).

- El baño en zonas fuera del boyaje  no está permitido

- No transite por las zonas de construcción como el puente de embarque

- Atender las instrucciones del personal de Coralina

El Gobierno Departamental Informa a los interesados que acorde al Articulo 20 de la Resolucion número 5194 de 2010 del Ministerio de la Protección Social POR LA CUAL SE REGLAMENTA LA PRESTACIÓN DE LOS SERVICIOS DE CEMENTERIOS, INHUMACION, EXHUMACION Y CREMACION DE CADAVERES, los restos mortales de las siguientes personas ubicadas en el Cementerio Harmony Hall Hill se encuentran listos para realizar el proceso de Exhumación:

Si transcurridos quincedias (15) contados a partir del cumplimiento del tiempo minimo de permanencia, los deudos no se presentan a confirmar la fecha de exhumacion del cadaver o los restos oseos, la administracion del cementerio procedera a realizarla.  teniendo en cuenta la capacidad del cementerio, los restos se trasladaran a osario comun quedando debidamente identificados.

GOBERNACIÓN DEL DEPARTAMENTO CONFORMARÁ MESA DE TRABAJO PARA VELAR POR EL CUMPLIMIENTO DE PROCESOS CONTRACTUALES

*Dicha mesa estará conformada por la Vicepresidencia de la República, Procuraduría, Contraloría y el Departamento.

La conformación de una mesa de trabajo, a través de la Vicepresidencia de la República, en la cual participarán la Contraloría, Procuraduría y la Gobernación del Departamento de San Andrés, Providencia y Santa Catalina, con el objetivo de garantizar que se lleven a buen término los procesos contractuales adquiridos durante la administración 2016 – 2020, fue la conclusión tras la reunión que sostuvo del Gobernador (e) Juan Francisco Herrera Leal con funcionarios de la Procuraduría General de la Nación.

De acuerdo con el mandatario (e) de los isleños, esta determinación es de vital importancia para el desarrollo de los planes de trabajo y propuestas adquiridas durante la actual administración, pues con una buena dirección se podrá dar cumplimiento a las mismas, garantizando el cuidado de los recursos de la comunidad.

“Sostuvimos una importante reunión con la Procuraduría General de la Nación, con el acompañamiento de la delegada territorial, en la cual se hizo una revisión de todos los procesos contractuales que al momento tienen problemas dentro de la administración departamental. Durante el proceso, se llegó a la conclusión, junto con la Vicepresidencia de la República, de conformar una mesa para todos estos temas que tienen dificultades y que llegan a un punto donde el marco legal no da para resolverlos de una manera clara, sino que deben ser en consenso con toda la institucionalidad”, explicó Herrera Leal.

De acuerdo con el dirigente (e) se estableció un proceso de organización y control, en el que se certificará que se revisarán todos los contratos y proyectos que presentan irregularidades o vacíos para que, por medio de las secretarías de la actual administración, se dé cumplimiento y se establezcan sanciones, de ser necesarias.

“Estos proyectos y contratos que presentan dificultades los hemos agendado en una línea de tiempo y ahora lo más importante es que, a través de cada secretaría, los hagamos avanzar y vayamos presentando los resultados en la conformación de esa mesa de trabajo, en la que pediremos, por medio del programa de ‘Transparencia’ de la Vicepresidencia de la República, que se dirija con todos los actores y directamente con el departamento”, concluyó el Gobernador (e) Juan Francisco Herrera Leal.

La Gobernación del Departamento de San Andrés, Providencia y Santa Catalina está comprometida con la transparencia en todos sus proyectos de desarrollo. Por eso, durante los procesos contractuales comprende aspectos tales como la igualdad, objetividad, neutralidad y claridad de las reglas o condiciones impuestas para la presentación de las ofertas. De igual forma, la garantía del derecho de contradicción, publicidad de las actuaciones de la Administración, motivación expresa, precisa y detallada del informe de evaluación del acto de adjudicación o de la declaratoria de desierta y la escogencia objetiva del contratista idóneo que ofrezca la oferta más favorable para los intereses de la Administración.

SECRETARIAT OF AGRICULTURE AND FISHERIES SEIZED 55 KILOGRAMS OF SPINY LOBSTER TAIL AND 8 KILOGRAMS OF QUEEN CONCH FROM INDUSTRIAL BOAT

·  The Spiny Lobster is in closed Season until June 30^thand the Queen Conch can only be caught by artisanal fishermen.

A total of 55 kilograms of spiny lobster tail and 8 kilograms of Queen Conch were seized by the Secretariat of Agriculture and Fisheries in conjunction with the Coast Guard Unit, during inspection work.

According to the Secretary of Agriculture and Fisheries, Anthony Rojas Archbold, in registration and control, the product was found which is currently in closed season within the industrial vessel 'Drakkar V'. Such evidence is a violation of current fishing and merchant marine regulations.

Note that both the motorboat and the captain of it were brought before the Attorney General of the Nation.

It is important to remember that at this time Spiny Lobster is in a closed season and the Queen Conch can only be extracted by artisanal fishermen in Serrana Cay.

The Secretariat of Agriculture and Fisheries, in compliance with Resolution 00000790 of May 25, 2016, which establishes the ban for Spiny Lobster (Panulirus Agus), is informing once again to marketers of fishery products, fishing companies, artisanal fishermen, restaurants, authorities and the community in general that, during the period from March 1^stto June 30^th, the closed season for this resource takes place.

It should be noted that the breach of the rule will generate sanctions and even deprivation of liberty for offenders. For this reason, the Secretariat of Agriculture and Fisheries is inviting fishermen and the community in general to respect the closed season.
